James White has been appointed a resident commissioner. He is a four-year resident of the Mills Memorial Apartments and hopes to learn more about relevant issues. In 1998, the U.S. Department of Housing and Urban Development mandated that housing authorities appoint a resident commissioner. Housing authorities in the state have been required to do so for more than 20 years. The commissioners are appointed by the City Manager but are otherwise autonomous. Mr. White volunteered for the position to improve communication between tenants and the policy makers.
