Health Foundation Declares Court's Decision a Victory for Americans

July 14, 2012

Universal Health Care Foundation of Connecticut applauded news that the U.S. Supreme Court has upheld the Affordable Care Act (ACA).

"The Court's affirmation of the ACA is a victory for the American people," said Frances G. Padilla, executive vice president of the Foundation. "While many residents are already benefiting from the ACA, the heavy-lift of health reform was always at the state-level, and Connecticut must continue to lead the way."

Padilla said that Connecticut passed laws in 2009 and 2011 which created unique opportunities to advance health reform in the state.

"In 2011, Connecticut put key structures into place to coordinate health reform implementation regardless of the ACA," Padilla said. " State employee benefits were restructured to focus on prevention and to better manage chronic disease and the state allowed municipalities to enter the state employee plan pool - allowing towns to obtain better coverage for their employees while lowering their costs."

In addition to the cost control measures, Connecticut also created the SustiNet Healthcare Cabinet, which is charged with exploring alternatives - both nonprofit and public - to the private insurance market.

"The residents and small businesses of our state are counting on our elected leaders to get down to business and deliver quality, affordable health care to everyone," said Padilla. "It's time to finish the job." She said, "This is great news. Hundreds of thousands of residents can look forward to getting the health care they need and keeping consumer protections, such as guaranteed coverage, regardless of pre-existing conditions."
